Rochester Christian University Transcript Withholding Policy

1. For purposes of transcript withholding the definition of a “payment period” at Rochester Christian University is the start and end date of the semester the student attended and attempted credit hours.

2. Rochester Christian University will not withhold transcripts if a balance due was a result of institutional error in the administration of Title IV, HEA programs or institutional misconduct or fraud.

3. Rochester Christian University will not take negative actions such as registration holds or reporting the student to a debt collection agency if the balance was a result of institutional error in the administration of Title IV, HEA programs or institutional misconduct or fraud.

4. Rochester Christian University will provide transcripts that include all credit hours for the payment periods in which the student received Title IV funds and all charges were paid or were in a payment plan at the time the request was made.  

5. Rochester Christian University may withhold transcripts ONLY for payment periods in which students owe a balance for the payment period, the student received Title IV aid for that payment period, the student does not have a loan or is not in good standing on a payment plan set up for that payment period and the balance is not due to institutional error or misconduct.  The sections of the transcript not associated with the debt will be released. Payment Plans in good standing will be ones where students have made at at least one on time payment.

6. Rochester Christian University may withhold transcripts for any payment period in which a student owes a balance and the student did not receive Title IV aid for that payment period.

7. Rochester Christian University may withhold transcripts for other reasons such as violations of student’s code of conduct, violations of academic code of conduct, failure to return equipment and/or administrative requirements such as missing paperwork. 

8. Rochester Christian University’s Transcript Withholding Policy is subject to change based on continued updates made by the Education Department related to CFR Part  668.14(b) 33 & 34.
